How the clue works
The Forces show is the answer. Take 'drug being' and cut its last letter to leave 'drug bein', then anagram it (signalled by 'terrible') to get EDINBURG; add H for heroin to make EDINBURGH, then tack on TATTOO, which is what you do when you put ink into skin with a needle.
